To enhance the attractiveness of the location in the areas of Innovation, Society and the Environment, the canton of Basel-Stadt has developed the Basel Location Package. In 2025, the canton allocated support funds amounting to CHF 246.25 million based on 88 applications. The Government Council has now decided on a partial revision of the regulations under the Location Support Act for the application year 2026. The changes mainly affect the Environmental Support Area. The canton has newly launched Research Collaborations in Life Sciences within the Support Area for Society.

In the first year of the Basel Location Package, the canton of Basel-Stadt paid out CHF 246.25 million to companies. The payment was made on schedule by 31 March 2026.

The Government Council has decided on a partial revision of the regulations under the Location Support Act for the application year 2026. In the Innovation Support Area, there are only minor changes, and the support regulations for voluntary parental leave remain unchanged. Basel companies that granted their employees additional parental leave in 2025 are entitled to financial support from the canton. However, with the partial revision of the regulations under the Location Support Act, the Government Council has also made changes in the Environmental Support Area and launched research collaborations in the Life Sciences field.

Adjustments in the Environmental Support Area

The canton of Basel-Stadt has the most ambitious climate target in Switzerland: net zero by 2037. To achieve this target, substantial investments are also needed in the business sector. That is why the Basel Location Package supports companies in their investments in climate protection. The support is either based on measures or on climate reports and will be made more attractive, simpler and even more SME-friendly in the future:

  • Measure-based support: From now on, contributions will be paid out based on investment costs, not as before based on saved emissions or energy consumption. This gives companies greater planning security when making investment decisions. To benefit from support, a threshold value for reduction effects must now be proven. Support will cover 40 per cent of the investment costs of implemented measures in Basel-Stadt and 20 per cent of the investment costs of implemented measures in the rest of Switzerland. Another simplification is that all measures are now eligible for support, not just those exceeding legal requirements. This means that documentation requirements, which previously followed agreed targets, will be abolished.
  • Climate report-based support: The Government Council has decided to double the support contribution to 30 Swiss francs per tonne of CO2eq saved.

Research Collaborations in the Life Sciences Field

With a second partial revision of the Location Support Regulations, the Government Council has created the basis for research collaborations in the field of Life Sciences. These are located in the Support Area for Society and are funded with 15 million Swiss francs per year. This money goes to the public research partners.

The support will cover innovative research collaboration projects with the aim of improving the health and well-being of the population. The supported projects must create a global societal benefit. The responsible Office for Economy and Labour (AWA) developed the concept in close coordination with the regional universities and the industry. At a later stage, the Government Council will appoint a seven-member Research Advisory Board to assess the research projects. This committee will submit support recommendations to the Government Council based on the submitted applications. The public call for applications for the committee is already underway.

Applications for the Support Year 2025 Can Be Submitted from Now On

The electronic platform is now available until the end of June 2026 for the submission of applications. The research collaborations in the Life Sciences field are expected to start in the fourth quarter of 2026.

Enhanced Communication

The Government Council wants as many companies in Basel-Stadt as possible to benefit from the support provided by the Basel Location Package. To this end, the responsible Office for Economy has intensified its communication. A new explanatory video, factsheets on the support areas and a completely renewed website (http://www.bs.ch/baslerstandortpaket) are now available. In addition, the AWA offers an online group consultation every two weeks, where it answers specific questions from companies regarding their applications. The webinars, which were already held in collaboration with business associations last year, will also continue.

Basler Standortpaket geht in die zweite Runde: Unternehmen können ab sofort Gesuche fürs Förderjahr 2025 einreichen

Zur Förderung der Standortattraktivität in den Bereichen Innovation, Gesellschaft und Umwelt hat der Kanton Basel-Stadt das Basler Standortpaket erarbeitet. Im Jahr 2025 hat der Kanton auf Basis von 88 Gesuchen Fördergelder im Umfang von 246.25 Mio. Franken gesprochen. Für das Gesuchsjahr 2026 hat der Regierungsrat eine Teilrevision der Verordnung zum Standortförderungsgesetz beschlossen. Die Änderungen betreffen vor allem den Förderbereich Umwelt. Neu lanciert der Kanton die Forschungskooperationen Life Sciences im Förderbereich Gesellschaft.

Im ersten Jahr des Basler Standortpakets hat der Kanton Basel-Stadt 246.25 Mio. Franken an Unternehmen ausgezahlt. Die Auszahlung ist plangemäss am 31. März 2026 erfolgt.

Für das Gesuchsjahr 2026 hat der Regierungsrat eine Teilrevision der Verordnung zum Standortförderungsgesetz beschlossen. Im Förderbereich Innovation gibt es nur wenige Änderungen, ganz unverändert bleiben die Förderbestimmungen bei der freiwilligen Elternzeit. Basler Firmen, die im 2025 ihren Mitarbeiterinnen und Mitarbeitern zusätzliche Elternzeit gewährt haben, haben einen Anspruch auf finanzielle Förderung durch den Kanton. Mit der Teilrevision der Verordnung zum Standortförderungsgesetz hat der Regierungsrat jedoch Änderungen im Förderbereich Umwelt beschlossen und die Forschungskooperationen im Bereich Life Sciences lanciert.

Anpassungen im Förderbereich Umwelt

Der Kanton Basel-Stadt hat das ambitionierteste Klimaziel der Schweiz: Netto-Null bis 2037. Um dieses Ziel zu erreichen, sind auch in der Wirtschaft substanzielle Investitionen nötig. Das Basler Standortpaket unterstützt Unternehmen deswegen bei Investitionen in den Klimaschutz. Die Förderung erfolgt entweder massnahmenbasiert oder klimaberichtsbasiert und wird künftig attraktiver, einfacher und noch KMU-freundlicher ausgestaltet:

  • Massnahmenbasierte Förderung: Neu werden Beiträge anhand der Investitionskosten ausbezahlt und nicht wie bis anhin anhand der eingesparten Emissionen oder des Energieverbrauchs. So erhalten Unternehmen mehr Planungssicherheit bei Investitionsentscheiden. Um von einer Förderung zu profitieren, muss neu ein Schwellenwert an Reduktionswirkung nachgewiesen werden. Gefördert werden 40 % der Investitionskosten von umgesetzten Massnahmen in Basel-Stadt und 20 % der Investitionskosten von umgesetzten Massnahmen in der übrigen Schweiz. Eine weitere Vereinfachung entsteht dadurch, dass neu alle Massnahmen förderfähig sind und nicht nur überverpflichtende. Dies bedeutet, dass die Dokumentationspflichten, welche sich früher an Zielvereinbarungen orientiert haben, wegfallen.
  • Klimaberichtbasierte Förderung: Hier hat der Regierungsrat eine Verdopplung des Förderbeitrags auf 30 Franken pro eingesparte Tonne CO2eq beschlossen.

Forschungskooperationen im Bereich Life Sciences

Mit einer zweiten Teilrevision der Standortförderungsverordnung hat der Regierungsrat die Grundlagen für die Forschungskooperationen auf dem Gebiet der Life Sciences geschaffen. Diese sind im Förderbereich Gesellschaft angesiedelt und mit 15 Mio. Franken pro Jahr dotiert. Dieses Geld geht an die öffentlichen Forschungspartner.

Gegenstand der Förderung sind neuartige Forschungskooperationsprojekte mit dem Ziel, die Gesundheit und das Wohlergehen der Bevölkerung zu verbessern. Die geförderten Projekte müssen einen globalen gesellschaftlichen Nutzen stiften. Das zuständige Amt für Wirtschaft und Arbeit (AWA) hat das Konzept in enger Abstimmung mit den regionalen Hochschulen und der Industrie erarbeitet. Zur Beurteilung der Forschungsprojekte wird der Regierungsrat zu einem späteren Zeitpunkt einen siebenköpfigen Forschungsbeirat wählen. Dieses Gremium wird dem Regierungsrat auf der Basis der eingehenden Gesuche Förderempfehlungen unterbreiten. Die öffentliche Ausschreibung für die Besetzung des Gremiums läuft.

Gesuche für das Förderjahr 2025 können ab sofort eingereicht werden

Die elektronische Plattform steht ab sofort bis Ende Juni 2026 für die Einreichung von Gesuchen zur Verfügung. Die Forschungskooperationen im Bereich Life Sciences werden voraussichtlich im vierten Quartal 2026 starten.

Verstärkte Kommunikation

Der Regierungsrat möchte, dass die Förderung im Rahmen des Basler Standortpakets möglichst vielen baselstädtischen Unternehmen zugutekommt. Daher hat das zuständige Amt für Wirtschaft seine Kommunikation verstärkt. Neu gibt es ein Erklärvideo, Factsheets zu den Förderbereichen und eine komplett erneuerte Webseite (http://www.bs.ch/baslerstandortpaket). Zusätzlich bietet das AWA alle zwei Wochen eine Online-Gruppensprechstunde an, in der es konkrete Fragen von Unternehmen zu deren Gesuchen beantwortet. Die Webinare, welche bereits im letzten Jahr in Zusammenarbeit mit den Wirtschaftsverbänden durchgeführt wurden, werden ebenfalls weitergeführt.
